My argument is that just like Indore is no longer to be considered in competition for ‘cleanest cities’ (bcoz it continuously gets first rank) On the same logic, UPSC should prohibit the past toppers from reappearing in the exam to upgrade their service from IPS/IRS/IIS etc to IAS. Otherwise, they are just grabbing the seats and unemployed people are sitting at home. Because UPSC is not always operating the buffer list in efficient manner. Facts - 3 out Top-5 rankers in UPSC-2023 are actually as ex-IPS topper from earlier exam. - IFS (foreign service) officers are required to resign before reappearing in the exam, but this will not applicable for IPS/IRS etc.
